New Orleans Becomes First U.S. City to Use AI for 911 Calls

New Orleans has become the first major U.S. city to publicly deploy artificial intelligence to help answer and triage 911 emergency calls, a move city officials say could ease chronic dispatcher shortages, though critics warn the technology carries real risks in life-or-death situations.

The Orleans Parish Communication District (OPCD), which handles emergency communications for the city and fields more than 1,000 calls a day, one of the highest volumes in the country, is using an AI system called Emergency Call Triage, built by public safety technology firm Carbyne. OPCD Executive Director Karl Fasold has pushed back on characterizations suggesting the tool replaces human 911 operators.

"The AI is not replacing human dispatchers," Fasold said, according to WWL-TV, emphasizing that the system activates primarily when human call-takers are fully occupied and a new call originates within roughly 200 meters of a previously reported incident, such as a major crash.

How the System Actually Works

The technology is designed to solve a specific, recurring problem: when a single traffic accident generates dozens of duplicate calls, creating bottlenecks that can delay dispatchers from reaching callers with genuine, separate emergencies. When multiple people call about the same incident, the AI draws a virtual perimeter around the scene; callers within that zone hear an automated voice asking whether they're reporting that specific event, allowing the system to filter out redundant reports without tying up a human dispatcher.

OPCD has used the tool in some capacity for roughly two years under limited circumstances, according to Audacy, and first tested it on the city's non-emergency 311 line starting in April before expanding it to the main 911 line at the end of July. Officials say the district worked with Carbyne over three months to train the system using real local 911 recordings, including New Orleans street names and regional speech patterns.

According to Newsweek, Carbyne says the AI triaged more than 3,500 events over a 90-day period and reduced redundant calls by more than 30%, while helping distressed callers reach human operators faster, with average response times improving by up to 40 seconds. Independent, third-party evaluation of those figures remains limited, and OPCD has said roughly one-third of its intake positions currently sit unfilled, reflecting a staffing shortage playing out at 911 centers nationwide.

A Trend Spreading to Other Cities

New Orleans isn't alone in turning to AI for emergency dispatch. Seattle's fire department has reportedly used AI from Denmark-based company Corti to help triage 911 medical calls for more than two years, according to The Seattle Times, routing certain patients to a nurse-staffed call center in Texas. Atlanta has also recently begun incorporating AI into its dispatch workflow. As staffing shortages and call volumes continue to strain 911 centers across the country, other cities are expected to watch New Orleans' rollout closely.

Why Some Experts Are Uneasy

Critics have raised specific technical and safety concerns about relying on AI voice systems in emergency settings. Researchers have noted that AI voice technology remains far from perfect even when powered by leading models. A February study from media analysis firm NewsGuard found that AI voice bots, including ChatGPT and Gemini, produced false claims with realistic-sounding audio in up to 50% of tested cases. Cybersecurity researchers have also demonstrated that voice AI systems can be manipulated by outside attackers with success rates between 79% and 96%, according to Futurism.

Telecommunications policy researchers and civil liberties advocates have flagged additional concerns, including automation bias, inconsistent performance across different accents and speech patterns, and a lack of public transparency when cities roll out AI tools without clear advance notice. Some skeptics have also questioned whether three months of training on local recordings is sufficient given the chaotic, high-stakes nature of many emergency calls.

As New Orleans continues expanding its use of the technology, the rollout is likely to serve as a closely watched test case for how AI performs when placed between callers in crisis and the human responders meant to help them.
